RDS Webcam Access

Right click on the RDS icon, click edit, then local resources, then more, the setting in screenshot below,

then save and apply.

Also ensure that windows is allowing apps to access camera

It might be blocked in the windows settings. First go start then 'pc settings' then 'privacy'

Then camera

And make sure 'apps are allowed to access your camera'
